Maybe questions should take into account factors such as the rate of star formation in the galaxy, the fraction of planets where life emerges, and the fraction of that life that gains intelligence and the capability to broadcast its presence to each other.

The fraction of planets where life emerges – no idea, hopefully big
The fraction of life that gains intelligence – counting on a big one here…..
The capability to broadcast its presence to each other – if benevolent planets w/benevolent beings, hopefully high….if a higher fraction of evil ones – hope none…
Are we evolving or emerging ? – technically both, evolving to emerge….anew and yet rekindled….
